" The statement invites teachers and students to participate actively in this movement, which includes use and improve the resources available and how to publish own resources through open licenses. It also calls for institutions to give priority to open education policy. "All educational resources funded with taxpayer dollars should be open educational resources. Accreditation processes should give preference to open educational resources. "
